PERSONAL PROJECT EXAMPLES

Wyoming Valley Sanitary Authority (WVSA) – Geomatics lead responsible for the Impervious Surface Area (IA) dataset development and analysis in support for the first regional stormwater fee and stormwater authority implementation in Pennsylvania.  Howard coordinated the team responsible for a sole source ~$1.4 million contract with WVSA for the collection and processing of ~400 square miles of 50 scale, 3 inch orthophotography and QL1 LiDAR, and ~256 square miles of classified IA mapping.  Howard was also team lead and contract coordinator in support of the WVSA / USACE partnership development.  This support agreement/partnership assists WVSA with a 50/50 cost share in the development of regional stormwater asset inventory and assessment.

York County Stormwater Program – Project lead and contract coordinator in support of the YCPC / USACE partnership development.  This multi-year support agreement/partnership assists York County with a 50/50 cost share in the development of a County-wide stormwater program, the first in Pennsylvania.  Initial contracting partnership consisted of funding to support pollution reduction planning (PRP) and has continued and expanded with additional tasks including data evaluation, analysis, compilation and enhancement.

Pennsylvania State University Branch Campus Utility Asset Inventories – Project manager responsible for the development/configuration and population of an ESRI-based enterprise level geodatabase in support of the various utility infrastructure networks located on PSU’s branch campuses.  Level B and level A Subsurface Utility Engineering (SUE) techniques and methodologies were deployed to designate the precise locations of the various underground utilities, and high accuracy survey methodologies (i.e. conventional survey and GNSS) were utilized for the collection of the assets.  ArcGIS Online (AGOL) was also deployed for field attribution of assets and overall project coordination.

Capital Region Water (CRW) – Assistant project manager and Geomatics team lead responsible for the development/configuration and population of an Enterprise Asset Management Solution in support of the potable water, sanitary sewer and stormwater infrastructure networks owned/operated by CRW.  The project included complete GIS planning and implementation including hardware/software/solution selection and implementation, and full base map development.  Level B and level A Subsurface Utility Engineering (SUE) techniques and methodologies were deployed to designate the precise locations of the potable water network, and high accuracy survey methodologies (i.e. conventional survey and GNSS) were utilized for the collection of the assets.  A web based GIS solution was deployed for overall project coordination and transparency with the client.

Private K-12 School Campus Management – Project manager responsible for the development/configuration and population of an ESRI-based enterprise level GIS in support of the operations and maintenance of a large Trust-based K-12 school whose property holdings span over 9,000 acres in Dauphin, Lancaster and Lebanon Counties.  The project initialized in 2007 with complete base mapping (i.e. low-level, high resolution orthophotography and full planimetrics), hardware / software procurement, and solution configuration/ implementation; and has grown to include utility asset inventories, mapping updates and enhancements, and continued technical support.

Asset Inventory and Management – Project manager responsible for an expansive list of municipal asset inventories, and associated asset management solution implementations, for municipalities/authorities of various sizes and complexities.
